SHIELDS provides supportive housing services at two locations: Keith Village and Saraii Village. Basic housing is one of the most critical components of the support services offered, providing stability to families that are homeless or at risk of homelessness when they enter SHIELDS programs. Our supportive housing services provide for the basic needs that families have in order to ensure their success while enrolled in our programs as well as upon completion.

Since 1994, the Exodus Family-Centered Treatment Program at Keith Village (“Exodus”) has served homeless families and single women struggling with substance abuse issues. Exodus utilizes a unique model, in which comprehensive family-centered treatment, case management, child development, youth services, and vocational services are provided within Keith Village, an 86-unit apartment complex in the city of Compton. The facility contains a large community center, laundry facilities, and two playgrounds.

In 1997, in order to expand the range of housing options available to our families, SHIELDS purchased Saraii Village, an 18-unit low-income apartment complex provided to eligible participants enrolled in our Eden Co-Occurring Program for substance abusing women and their families.


Target Population

Residents are homeless families and single women undergoing treatment at SHIELDS for substance abuse and mental health issues.

Services Provided

On-site resident managers are available 24 hours a day, 7 days a week to assist with property management and problem resolution issues.

All residents receive intensive housing case management services. Upon admission to the program, program staff perform complete intakes and psychosocial assessments for each family.  Assessments include medical histories, drug use histories, legal, vocational, educational, mental health information, and physical exams. Primary treatment services are based upon this assessment and the development of a service plan to address those identified needs. Duration and intensity of services are determined based on the service plan. Residents are also assisted with creating income-based savings plans to help them establish housing after program completion.

Keith Village provides residents with onsite computer labs, child development centers, and classrooms for our Heros & Sheros Program. A full range of mental health services are also provided on-site including individual, group and family therapy, psychological and psychiatric evaluations and medication support.

Housing Case Managers also provide housing locator services to assist clients and their families in accessing Section 8 and other permanent housing after successful completion of the program. If a client is approved for Section 8 housing, Housing Case Mangers assist residents with locating permanent housing. Housing Case Managers make it a point to build relationships with landlords and inform them of our mission to assist with stable permanent housing process.

SHIELDS also partners with the Department of Mental Health to provide eligible clients with Shelter Plus Care vouchers; clients under this program are provided with five years of mental health and case management services.

Additionally, SHIELDS has access to emergency motel vouchers through funded programs for homeless families.

Community Partnerships

SHIELDS has a strong partnership with the Housing Authority of the City of Los Angeles (HACLA) to provide supportive housing services.  SHIELDS  has worked with HACLA since 1991, when SHIELDS began providing services to families residing in the Imperial Courts Housing Development in Watts through a grant from the March of Dimes to provide outreach to high risk pregnant women. Our partnership has expanded to include these three housing projects as well as the Family 1st program at Jordan Downs.

SHIELDS also has close ties to a number of community housing providers, including Beyond Shelter, Walden House, and the Personal Involvement Center to ensure that residents of South Los Angeles have access to a continuum of collaborative, comprehensive social services that ensure successful transitions to permanent housing.

Accomplishments and Recognition

  • SHIELDS provides supportive housing services for over 200 families annually.
  • SHIELDS’ Exodus Family-Centered Treatment Program at Keith Village is the only substance abuse treatment program in the nation that allows the entire family unit to live together in individual family apartments.
  • Families living in Keith Village are permitted to stay within the housing complex for up to one year after successful completion of treatment.
