In collaboration with its partners, SHIELDS serves as the lead agency for the Family 1st program which provides a continuum of comprehensive services to all families residing in the Jordan Downs Housing Development.

Since November 2011, SHIELDS has the lead agency for the Family 1st Program at the Jordan Downs public housing property providing on-site intensive home and center-based services for residents. Family 1st offers residents a one-stop center that provides a continuum of services that assist in enhancing and improving family functioning and well-being.

The model was designed utilizing the principles and concepts of the Strengthening Families Framework, an evidence-based, cost-effective strategy that increases family strengths, enhances child development and reduces the risk of child abuse and neglect. order to provide the key components, SHIELDS works in collaboration with four core partners and a wide range of community partners that comprise the Community Consortium.

Target Population

SHIELDS’ Family 1st program serves residents of the Jordan Downs public housing property in South Los Angeles.

Services Provided

As the lead agency in the Family 1st program, SHIELDS is responsible for all components of service delivery, including support and wraparound services. All services are offered in English and Spanish and are co-located and provided on-site in the Community Center. Services include:

  • Outreach and intake

  • Substance abuse counseling and treatment
  • Mental health counseling and treatment
  • Employment training and job preparation
  • Adult education, including high school equivalency
  • Health education
  • Child care
  • Parenting education

  • Lease compliance
  • Youth leadership activities
  • Recreational activities
  • Linkage and referral
